<B> vs <Strong> I think it is a matter of historical implementation. I still remember html v1.0, 2.0, etc.
In the beginning, it was dark… ok, fast forward 6 billion years… and then there were computers that sent text back and forth to each other. And then man created browsers in order to read the text and things were good. Then man created a new type of text protocol that could “mark up” plain text, and he invented tags like <u>, <i>, and <b> to do what common word processors of the day could do, and all was good. But alas, there was much wailing and gnashing of teeth from those who wished to experience this wide world of a web, but could not, for they could not see. And so man created better browsers and technology in order to market to blind and deaf people and sell them things they did not need.
ok, seriously tho, I would consider <b> as a text decoration on the screen as you said, and <strong> as a tag used by software or browsers for things like Dragon Naturally Speaking and stuff.
